The Occupational Therapist Clinical Rehabilitation Manager (CRM) is assigned to the Physical Medicine and Rehabilitation Service (PMRS) at the James H. Quillen VA Medical Center, Mountain Home, Tennessee. The incumbent is responsible for the supervision, administrative management, and direction of the Physical Therapy Supervisor, Occupational Therapy Supervisor, and Recreational Therapists. The Occupational Therapist Clinical Rehabilitation Manager (CRM ) provides supervision of key clinical and training programs, including the overall technical oversight of the therapy and Medical Support Assistant (MSA) staff that he/she administratively supervises. He/she will exhibit knowledge of human resources administration including such functions as the ability to interview and select qualified applicants, monitor and evaluate performance and maintain effective labor management relations within the scope of responsibility. The CRM is responsible for the development and implementation of policies and procedures to address focused clinical needs and the overall services delivered and provided within the Physical Therapy (PT), Occupational Therapy (OT), and Recreation Therapy (RT) sections of the PMRS. Clinical Functions: The CRM supervises and assigns work to OT Supervisor, PT Supervisor, and RT in the delivery and/or support of treatment and education of patients and families. Ensures PMRS consults are triaged for appropriateness and completeness prior to scheduling. Coordinates with the Business Office scheduling for all consults for new patients. Coordinates with other services in the area of PT, OT, and RT interventions, treatment scheduling, and delivery of care. Serves as a consultant to therapy staff and other hospital personnel in evaluating and planning treatment. Demonstrates advanced knowledge of evidenced-based practices and clinical practice guidelines in multiple professional areas. Resolves problems that interfere with delivery of therapy services. Performs all other duties/activities of a staff therapist including evaluation and treatment of patients. Administrative Responsibilities: The CRM determines manpower and other resource needs for optimal performance of all PMRS disciplines. The incumbent is responsible for strategic planning and budgeting for expansion of service to meet Veteran needs. He/she manages staff, maintains effective interdepartmental relations, and cooperates with other services to accomplish the mission and goals of the medical facility. Prioritizes, delegates tasks, and solves problems in order to meet multiple deadlines and identifies/addresses organizational problems. Performs a full range of supervisory duties that include interviewing candidates, recommending appointments, advancements, and promotions and taking disciplinary action when indicated. Develops performance standards for PT, OT, and RT. Contributes to the development and completion of performance evaluations for all rehabilitation disciplines within the service. Guides and manages clinics in respect to training, work assignments performance, conduct, and patient welfare. Responsible for submitting requests for expendable and non-expendable equipment and reviewing the equipment needs and budget with the Administrative Officer. Develops, plans, and implements monitors of quality of care (performance improvement) with respect to therapy services as part of the comprehensive health care services delivered to the patients within the hospital. Actively supports and promotes all programs of PMRS. Educational Responsibilities: Identifies continuing education needs based on performance of therapy staff. Guides and directs the station Clinical Coordinators for Education in Physical and Occupational Therapy as well as the Physical Therapy Residency Coordinators to ensure that programs support the mission of the service. Assists with education of student trainees and residents from multiple programs. Develops and plans educational programs to include patient, family, and professional personnel. Provides leadership and coordination of national and local VA training for VHA staff. Educates other facility personnel in the scope of therapy services and programs involving a variety of healthcare specialties.
